The 12th edition of the most well-known directory of Maximov's Publication series was released on December 2003. For this reason we interviewed Svetlana Surkova the project manager of "Who Governs The Russian Federation".

The 12th edition of "Who Governs The Russian Federation" was recently released. Are there any differences between previous and new editions?

This is the most popular book in Maximov's series so we have special attitude to this book. That's why straight after the new edition is set on its way to a printing house, we start to think on what else except updated information can be inserted in the next edition. Thus we try to take into account our constant users wishes. E.G., representatives of Executive Committee of the Commonwealth of Independent States made a request at the end of last year to include the information on their structure in next edition. So the whole section of "Who Governs The Russian Federation"12th is devoted to this organization.

Is it much information updated in the directory?

The following structures have ceased their existence, have been reordered or have joined other organizations during 2003: Federal Tax Police Service Of the Russian Federation, Federal Boundary Service, Federal Agency Of Governmental Communication and Information. The Central Electoral Commission structure was changed, new committee - The State Committee Of Drugs And Psychotropic Substances Control was created. All these changes were reflected in last edition. Besides that in a number of subjects of Federation heads executive and legislature bodies' elections have taken place, the branch has accordingly changed, officials were replaced. Till the very last moment of sending the book to a printing house our editors were making changes. We managed to provide information on the new President and Government of Karachaevo-Cherkesian Republic, and changes concerning to Administration of the President were made in a printing house.

In fact, elections to the State Duma will take place after the directory's release. What would you do about it?


We have got a sufficient experience of decision of such problems for the last 8 years. For clear reasons, data on the State Duma is limited to help phones of devices of fractions and committees in new edition. But in spring 2004 when the organizational structure of the new Duma will be formed, and deputies with their assistants will finally get their cabinets, we will release special edition which will be devoted to the new State Duma. According to our 10 years experience, there is no sense to do it earlier. People are not only interested in getting new State Duma list which will be published in all central printed editions, but deputies contact data plus an accessory to the Duma committees and fractions. By the way, due to reduction of the State Duma section we were able to detail data on regional authority.

How complete is the information on subjects of Federation presented in the directory?

We try to provide comprehensive information on subjects of Federation as well as on all other structures presented in the book. We get information on local authorities from subject's representation in Moscow, or directly from region Administration. There is no volume limits for anybody, we are happy to get more detailed information as it gives possibility to more fully present regional officials. It is now possible to ascertain the fact that every year local authorities provide us with more and more information. Sometimes we can even not place all these data in the directory.

Up to what level are regions presented in the book?

The information on regions given in this edition is as full as we can technically allow it. The top - the President, the Governor, Head of Administration, Chairman of the Government, and low - chief of a department of local administration.

Are there heads of federal enforcement authorities in regions in the directory?

Certainly, it is possible to find the information on chiefs of territorial managements of the Ministry On Antimonopoly Policy, The Ministries For Taxes, The Ministries Of Justice, Federal exchequer, Control-auditing management, etc in our edition.
